Rear Admiral Daupreye Franklin Matthew (Rtd) is a highly accomplished maritime affairs professional, strategic leader and defence executive with over 3 decades of distinguished service spanning maritime security, naval operations, defence management, logistics, human resource development, procurement, international cooperation and executive leadership.
His postgraduate education includes a Master of Science with Distinction in Maritime Affairs, specializing in Maritime Safety and Environmental Administration, from the World Maritime University, Malmö, Sweden. He further obtained a Master of Science in National Security and War Studies from the National Defence University (NDU), Islamabad, Pakistan, broadening his expertise in strategic studies, national security and international affairs. He also attended the Estimate Process Training at the Kofi Annan International Peace Keeping Centre Ghana. His international academic exposure also includes Intensive French Programme at the Université de Franche-Comté, France, in addition to executive business education at the Metropolitan School of Business and Management UK, Dubai Campus. Rear Admiral Matthew also completed several executive education programmes, including the Managing Innovation Programme at Harvard Business School, the Senior Executives in National and International Security Programme at the Harvard Kennedy School of Government, as well as the Entrepreneurship in Emerging Economies programme offered by Harvard University.
He has held numerous command, operational and strategic appointments that significantly influenced the Nigerian Navy's operational effectiveness and institutional development. He served as Chief Instructor, Naval Wing of the Nigerian Defence Academy, where he was responsible for shaping the professional and leadership development of future naval officers through rigorous military and academic training. His notable command appointments include Commanding Officer of Nigerian Navy Ship THUNDER, one of the Nigerian Navy's Offshore Patrol Vessels, and as Commanding Officer of the Forward Operating Base, Bonny Island, where he coordinated the protection of critical national energy infrastructure, including the Nigeria Liquified Natural Gas facilities.
At the strategic level, Rear Admiral Matthew served as Director of Procurement at the Naval Headquarters, overseeing procurement policies and logistics support essential to sustaining naval operations across the fleet. He subsequently served as Command Operations Officer, Western Naval Command, where he coordinated maritime security operations aimed at protecting Nigeria's territorial waters, offshore installations and critical national assets. During this appointment, he also coordinated several multinational maritime exercises involving partner navies from the United States, United Kingdom, France, Italy, Portugal, Brazil, Spain, Pakistan and Canada, thereby strengthening interoperability and international maritime cooperation. His strategic leadership responsibilities further extended to Director of Training at Defence Headquarters, where he coordinated tri-service training activities for the Nigerian Armed Forces while facilitating international defence cooperation with several allied nations. Rear Admiral Matthew also participated in International Peace Support Operations. He served as a Military Observer with the United Nations Organization Mission in the Democratic Republic of Congo (MONUC), where he monitored riverine operations.
