Captain Martis was born in Viña del Mar, Chile, on 3 March 1970. He is married to Rommy
Ibaceta, and they have three children. He joined the Arturo Prat Naval Academy and
graduated as a midshipman on 1 January 1994.
During his 32 year career, he has served in several areas related to maritime safety,
environment protection, and maritime education and training, holding chief positions in
Coast Guard quarters and in command of patrol boats.
At present, he is an active and competent participant at IMO, which has allowed him to take
part in the development of technical cooperation activities in Latin America and the
Caribbean, and to provide advice on several STCW matters in countries of this region.
Captain Martis is a retired Coast Guard specialist from the Chilean Navy and holds a
Bachelor’s degree in Marine Science, a degree in Maritime Administration Engineering from
the Chilean Naval Polytechnic Academy and a Master’s degree in Maritime Affairs from the
World Maritime University, in Malmö, Sweden, among others.
In February 2023, he assumed the position as Director and Action Plan Regional
Coordinator of The CPPS / Permanent Commission for the South Pacific.
