Guest lecturer, The Secretary of State's Representative for Maritime Salvage and Intervention


Hugh is the Secretary of State’s Representative (SOSREP) and has been in post since 1 January 2008.
He served in the Merchant Navy as a Deck Officer with Mobil Shipping Company before moving into HM Coastguard, now part of the Maritime and Coastguard Agency. Hugh has spent 28 years with the MCA and in that time has specialised in a number of fields including search and rescue and counter pollution and salvage.
He has a wide experience in emergency planning and has played integral roles in the planning and execution of both UK and international major exercises.
As the SOSREP Hugh is responsible for removing or reducing the risk to persons, property and the UK environment arising from accidents involving ships, fixed platforms or sub-sea infrastructure. He is also the UK’s ‘competent authority’ for designating Places of Refuge.

Since taking up his post in 2008 Hugh has been involved in over 260 incidents including the LT CORTESIA, ICE PRINCE , MV RIVERDANCE and the removal of the final sections of the MSC NAPOLI.
