Lt. Col. (Retd) Nicholas Teo BG joined the Maritime and Port Authority of Singapore (MPA) as the ReCAAP ISC Project Coordinator in January 2006, immediately after his retirement from the Republic of Singapore Navy (RSN). He headed the core team of project officers in setting up the Information Sharing Centre (ISC) in Singapore, for the Regional Cooperation
Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) Programme.

ReCAAP is the first government-to-government agreement that addresses piracy and armed robbery in Asia. The ReCAAP ISC is an international organization, based in Singapore and has 20 contracting parties. Following its official launch on 29 November 2006, Mr. Teo assumed the post of Deputy Director of the ReCAAP ISC.

Mr. Nicholas Teo retired in the rank of Lieutenant Colonel from the Republic of Singapore Navy (RSN) after 29 years of service. He served onboard several classes of strike ships and held various senior command appointments including Squadron Operations Officer, Commanding Officer of a missile strike ship, Head Control of Operations managing the Operations Centre, Squadron Command and Formation Operations Officer. Professionally, he is a surface warfare officer, trained in crisis management and to manage three-dimensional warfare (air, surface & sub-surface).
