IMO Expert Lectures on ISPS Code

On 21 April, Ms Mara Luciano, Project Officer (Training) for the Maritime Safety Division of the International Maritime Organization (IMO), delivered a lecture on the topic of “ISPS Code and its Implementation” to students in the Maritime Law and Policy specialization. 

Ms. Luciano’s lecture provided a comprehensive analysis of the International Ship and Port Facility Security (ISPS) Code, the mandatory global framework developed by the IMO to detect and deter security threats to international shipping. She detailed the Code’s tiered security levels and its standardized requirements for both ships and port facilities, emphasizing how these measures serve as a critical amendment to the SOLAS Convention. By breaking down the practical application of security assessments and the roles of designated security officers, she illustrated how the Code transforms high-level international policy into actionable safety protocols.

With over 12 years of dedicated service at the IMO, Ms. Luciano is an expert in maritime security and technical cooperation. From implementing the FlagPort WACAF project in West Africa and coordinating security projects in the Red Sea to her extensive work in capacity development, Ms. Luciano focuses on empowering national authorities to meet international safety and security obligations. Her expertise in maritime capacity building, project management, and the implementation of international maritime law is instrumental in fostering secure, efficient, and environmentally sound shipping practices on a global scale.

The Malmö MSc in Maritime Affairs is a 14-month programme with seven specializations: Maritime Education & Training; Maritime Energy Management; Maritime Law & Policy; Maritime Safety & Environmental Administration; Ocean Sustainability, Governance and Management; Port Management, and Shipping Management & Logistics. Foundation studies are taught in the first term and cover the introductory knowledge that is fundamental to all activities in the maritime field. Three successive terms focus on specialization studies and a dissertation. WMU has more than 80 Visiting Lecturers from around the world who contribute their expertise to enrich the education of WMU students.
