IMO Experts Lecture on IMSAS

Experts from the International Maritime Organization (IMO), Ms Tatjana Krilic and Mr Omar Hassein, delivered a joint lecture entitled “Insights from IMSAS and future directions” for students in the Maritime Safety & Environmental Administration (MSEA) specialization on 6 February.

The lecture began with examining the IMO Member State Audit Scheme (IMSAS) and its components. The audit process and results were discussed while highlighting future developments. A focus on the 2nd audit cycle and its underlying Revised Framework and Procedures followed. Key novel features of the 2nd cycle were analysed including the IMO Continuous Monitoring Mechanism, audit prioritization and limited on-site audit. The lecture concluded with the practical aspects and process of Member State’s preparation for the audit. In this context, examples of organograms of maritime administration were critically examined and culminated in discussions on a road map for audit preparation.

Ms Krilic is Chief of the Department of Member State Audit and Implementation Support at the International Maritime Organization (IMO) and has led IMO’s Member State Audits since 2014. She has been closely involved in the development and implementation of IMSAS, including its transition from a voluntary to a mandatory scheme, and brings extensive experience from her earlier career in the Croatian maritime administration. She holds a master’s degree in Naval Architecture.

Mr Hassein is Head of Member State Audits at the IMO and contributed insights drawn from his professional experience at the Organization, as well as previous roles with Tangier VTS, the Mediterranean Memorandum of Understanding (MedMoU) and the Direction Marine Marchande. He holds a Master’s degree in Marine Science and is a qualified Merchant Marine Officer, with expertise in IMO consultancy, international ship management auditing, ISPS Code auditing and quality auditing.

The Malmö MSc in Maritime Affairs is a 14-month programme with seven specializations: Maritime Education & Training; Maritime Energy Management; Maritime Law & Policy; Maritime Safety & Environmental Administration; Ocean Sustainability, Governance and Management; Port Management, and Shipping Management & Logistics. Foundation studies are taught in the first term and cover the introductory knowledge that is fundamental to all activities in the maritime field. Three successive terms focus on specialization studies and a dissertation. WMU has more than 80 Visiting Lecturers from around the world who contribute their expertise to enrich the education of WMU students.
