Mr. Ramirez is currently the Chairman of the Legal Committee of the International Maritime Organization (IMO) and serves as a Deputy Commissioner of Maritime Affairs for the Republic of the Marshall Islands (RMI). Since 2013, Mr. Ramirez has been the General Manager of the Fort Lauderdale office of the RMI Registry and has worked for the RMI Maritime Administrator for nearly 24 years.

Mr. Ramirez earned his law degree from Universidad del Rosario in Colombia and later completed an LLM in Maritime Law at University College London in the United Kingdom. He is admitted to practice law in both Colombia and USA (California). He is an active member of several professional organizations, including the American Bar Association, the American Maritime Law Association, and the Instituto Iberoamericano de Derecho Marítimo, among others.‍
