He is a graduate of the Bachelor of Arts in Social Sciences from the University of the Philippines and devoted the first 14 years of his professional life to social work before transitioning to the maritime sector in 2014. In October 2022, he earned the MSc in Maritime Affairs with specialization in MET from the WMU in Malmö, where he achieved academic distinctions. He received major awards: Best Student specializing in MET, the Chancellor’s Medal for Academic Excellence, the C. P. Srivastava Award for International Fellowship and Cooperation, and recognition from the Kalmar Foundation. He is the first Filipino to receive the highest distinctions at WMU and the first graduate in the university’s history to be conferred both top academic awards since its establishment in 1983.

He currently serves as a MET Standards Supervisor while concurrently holding the position of Chief of the Monitoring Division of the MARINA STCW Office. Beyond technical and regulatory roles, he is a certified Life Coach and a trained Mental Health Coach. He also holds a Lead Auditor grade for ISO 9001 from the UK International Register of Certified Auditors, is a trained Six Sigma Black Belt, and serves as an assessor for the Philippine Quality Award. In September 2024, he was elected Vice Chair of the Expert Group on Seafarers’ Better Welfare (EG2) under the APEC Seafarers Excellence Network and is one of the regular representatives of the Philippines to the IMO Sub-Committee on Human Element, Training and Watchkeeping
