Joanna Manger is the Director General for Transport Canada Marine Safety and Security. Joanna holds a Bachelor of Arts degree from McGill University and a Master’s degree in Public Policy and Public Administration from Concordia University.

She joined Transport Canada in 2000 as a student in the Program Evaluation team. She worked in Ottawa for five years, holding various policy analyst positions in the Security directorate before transferring to the Quebec Region. In 2007 she was named to her first Executive position, as Regional Director, Transportation Security & Emergency Preparedness. She deployed to the position of Regional Director, Programs in 2012, where she oversaw the operations and divestiture of federal airports and ports, and managed the Navigational Protection, Environmental and Indigenous Consultation programs. In April 2015, she was appointed as Executive Regional Director, Programs and Issues Management. In August 2018, she returned to the Safety & Security side of the department when she deployed to the position of Regional Director, Marine Safety & Security. She was then nominated as Regional Director General for Transport Canada’s Quebec region in September 2020. In September 2022, she was appointed Director General of Marine Safety & Security at Transport Canada, a position she continues to hold today.
