Koki Matsushima joined the National Institute for Sea Training in October 2006 and began his career as a deck officer on training ships. In addition to developing his professional career as a seafarer, he also served at the Ministry of Land, Infrastructure, Transport and Tourism (2018-2020).
He has been participating IMO meetings, including the Maritime Safety Committee and the HTW Sub-Committee, as an expert on human elements. Since 2018, he has contributed to the comprehensive review of the 1995 STCW-F Convention by engaging in every working group and correspondence group, leading discussions within the working group, and serving as coordinator of the correspondence group. His expertise was further recognized in 2022, when he was invited as a guest speaker at the FISH platform conference in Thailand, where delivered a presentation on the STCW-F Convention.
