Mr Luis Colmenares is a Faculty Assistant at the World Maritime University (WMU) and a doctoral researcher in Maritime Affairs, specialising in circular economy, energy transition, and port governance within sociological and political economy frameworks. He combines his academic work with professional responsibilities that support postgraduate education at WMU.
He has served previously as Consultant/Research Assistant at WMU, supporting international research and educational projects such as CyberMAR and SAFEMODE. Earlier in his career, he worked as an Analyst at Universidad Central de Venezuela, where he was responsible for financial analysis, processing tax payments, managing project budgets and resource allocation, and maintaining institutional software systems.
Luis’s research interests span maritime sustainability, port governance, energy transition, with a particular focus on circular economy approach. He has complemented his academic and professional trajectory with specialised training on topics such as blockchain in trade facilitation, climate-smart trade and investment for sustainable development, safety, and national maritime transport policy.
Finally, he was awarded with the Kalmar Award and the CP Srivastava Award for International Fellowship during his graduation at WMU, reflecting his commitment to academic excellence and international maritime cooperation.
