Tiago Fonseca is Head of Data and Insights at the World Maritime University. He leads the Maritime Observatory, established in 2026 with founding support from Lloyd's Register Foundation. The Observatory is an initiative to strengthen the evidence base of the maritime sector, serving as a centre of evidence for maritime policy and beyond.
Dr Fonseca rejoined WMU in 2026 after several years in the private sector. He held positions across commercial and finance functions. His private sector work focused on digital transformation, process design and governance, among others. During his earlier tenure at WMU, he conducted research on maritime labour and technology from an economics and policy perspective. He was a lead author of the Transport 2040 reports and co-authored several other research works at the intersection of maritime transport, labour and technology.
Dr Fonseca holds a PhD in Engineering and Management, with honours, from Instituto Superior Técnico, Portugal. His doctoral research examined the effects of new technologies on jobs and productivity.
