The primary objectives of this project are to:

  • Identify international recruiting, career progression and retention programs;
  • Understand how training aspects are facilitated at the national and local levels by government and other organizations/entities;
  • Examine seafarer certification processes at the international level with a view to identifying best practices; and
  • Examine how foreign seafarers, including underrepresented groups (women and indigenous people), filling market gaps in the domestic markets.
